Penalty risk disavow

I was wondering what links should be disavowed?
there is a % of penalty risk. How high it should be to tolerate and when I should start removing those links?

It is advised to consider backlinks for disavow if their Penalty Link Risk factor is over 70%.

:lol: No, we would not recommend to delete links that are below 70%. However, there is a case when you may do this: if you see that the page or website where your backlinks is located is not thematically relevant to your website. In other cases, 40, 50 and even 60% risk is not that high to disavow a backlink immediately.

God damn, those were all relevant sites hard to get links.

Basically, you can fix this by submitting another disavow file with a different list of backlinks. So, just create a new disavow file with new set of links and submit it to Google, this should overwrite the first file. Yet it may take some time for Google to apply the new changes.
