Hi there
You can target multiple locations in SEO if you have office in multiple locations. This is called local listing.
Use multiple address during business listing and classified submission.
if still you are in problem please do share.

Create Location Specific Pages
Regardless of your target location, you need locally optimized content to rank well. Each location needs to have a unique URL and an individual page. Each URL also has to be added to the sitemap so that the search engines can find and index the content.

Creating pages with “geo specific” content allows you to make the most of onpage elements such as:
  • Title tags
  • Description tags
  • Page names
  • Header tags
  • Inbound links
  • Outbound links
Note: Content must be Unique for all pages. It can't be same.
