How to rank keywords for a particular location i.e city or state without mentioning the location name within the keywords? And what should be the work strategy?

Well, to rank a keyword you need to firstly find low competition keyword. Target low competition keyword in order to rank it well on Google. When low competition keyword having high volume, high CPC will rank it will boosts your website traffic.
