Google Webmaster tools help to identify the back links to your website. Irrelevant spam links will remove by using google webmaster disavow tool. This is the best tool for escape from Spam Backlinks.
Also you check with google algorithm latest update.

Use a tool like SEOMoz's Open Site Explorer. This will help you determine the links. If it looks spammy to you, chances are it looks spammy to Google, too.

Yes, use the Google Search Console to remove backlinks ONLY after researching the offending link thoroughly.
Go to Google and search for: google search console disavow links
this will give you the instructions and a direct link tothe tool
