Just watched the WebSite Auditor tutorial and saw what you're probably talking about: the video states that you can measure link value of outgoing links that you can hypothetically put on each page. This can be done by updating the following ranking factors: Page Google PR and Total Links.
Then, the narrator states that knowing what pages will produce most "powerful" links, you can put links from those pages to the ones you wish to promote. This is as far as any software product can go, now that you have the analytics data you can decide where to put links. And the way you put links is different in any given case, depending on the way your site is built.
