As long as you are getting valid HTML pages and have ways of changing the page elements and content — it does not really matter what CMS you are using to build your site. And yes, depending on what you will need to do while optimizing your site, you might need some SEO plugins.
The mixed reviews might have originated from some difficulties users could have experienced while installing a link directory (LinkAssistant tool) on their site, but that is an issue that can be solved.
