by default LA will include the link submission form when it creates your directory page. I just raised a similar question,

No, it won't. Google will never penalize you just for having a link submission form on one of the pages of your website. You are running a risk of being banned only if you set fully automated scripts because in many cases they will link you to irrelevant sites in a high volume manner. But you focus on link exchange with relevant websites at moderate tempo and natural volume it will raise no suspicion with search engines. Moreover it will be beneficial for your link building campaign and will finally result in higher rankings in search results.

Yes it can be the rteason that your website got penalty by search engien because bfore 4 or 5 years these are very helpful technique in to get the rank in SERPs but now if your are exchanginlink with the website or buying a link from any website then Google and other search engien count it as spammer technique or unethical SEO. So search engine cab penalise you website for this link buildiing techniques.
