I'd like to hire anyone who is very good at using Link Assistant for build links. I'm wanting to outsource to leverage my workload and get more done.

I would suggest that you look on some of the freelancers websites to find experienced link builders to outsource to.

I have had excellent experiences hiring help for various projects from www.odesk.com but there are many others.

You can see their experience, their portfolios and their past clients reviews.

Just sayin! :D
