I have numerous pages that have PR1 or PR2 in my site, should i use those subpages and put links to my home page with the key words I am targeting? Will that act the same as a one way link from another site?

These links will carry some value but definitely not as much as one-way links from other domains.

No, they won’t count the same as that from relevant, authority sources but this form of internal linking is still encouraged anyway.

Yes, backlinks to your own internal pages into account when PageRank. But they do not count as much as backlinks from external sites. For example, an external backlink is worth 1 point for your PageRank, while an internal backlink from your own site may be worth 0.5.
