Most likely you contacted wrong sites such as these:

- sites that don't do link exchange,
- sites that aren't related to your business niche,
- sites whose PageRank is much higher than yours.

It's also possible that you hadn't published links to the sites of your prospective partners before writing to them. It's important that the links are included into your link directory before you start sending out link exchange invitations.

Response rate is usually higher if a link directory looks professional and to-the-point.

Please keep in mind that a few dozen quality links from relevant sites will do your site more good than a thousand from questionable sources.

Altough I'm not an SEO wizzard myself, but I figured that to get let's say 10 quality links you will have to send out 100s of e-mails, as most of us, just like you and me, don't respond well to this "Dear webmaster" e-mails.

What you can do though is to modify your e-mail template slightly so it is not the niche wording. try to make it a little more personal.

But even if you have to send out 100s of e-mails?
LA does it for you.

What I do is to keep my machine searching when I'm at work, when I'm sleeping, set the number of partners to be found to a high number and process it when I get home.
